The same images are presented on the talk page when you come to it, which heavily discourages any new discussions from forming over time. So what happens is people come to the talk page and are commenting on the very same four/five images under the "People are Observing header". Which leads to these pictures getting more comments, which in turn feeds back onto itself keep which works to always keep them (undeservedly) on the top and new discussions from forming.

@technos, clicking on recent may help, but I agree, that should be the default.
